It seems arguably funny that Blizzard are so contradictory, at least...From the Paladin Q & A:
Q. Do we have plans to incorporate a larger variety of Librams?
A. We try and make sure the three main paladin roles have their Librams covered. As these are special items that no other class can use, we have to make sure we don’t drop them too often in PvE encounters, but we have no problem putting more on badge vendors. Usually it’s just a matter of time because a new tier of content, like the Call of the Crusade patch, already involves making literally over a thousand new items.
From the Druid Q & A:
Ghostcrawler: The alternative to "clutter to loot tables" is that they go on vendors. We view vendors as an absolute last resort. They are there as a hedge against being very unlucky with drops and to give players motivation to do bosses even when that boss no longer drops any upgrades for them...The best solution is probably something where a boss has a 10% (or whatever) chance to drop a relic in addition to its normal loot table.

Only thing that was clear from that Druid Q&A is how clueless Ghostcrawler is about the class. "Unique abilities like Revive" - it's the normal out-of-combat resurrection every healer has.
